There's a political side to it as well (just as there is to most of Pink Floyd's work) On the surface level it's about insanity, but the 'secondary' meaning may well refer to the hysterical US claim that the Soviets were testing massive-yield nuclear bombs on the 'dark side of the moon', the side facing away from the earth, where they couldn't be detected by NATO spy satilites. The previous poster is correct as well, the song itself is titled "Brain Damage", "Dark Side of the Moon" is the album it's off of. This song is most likely about going insane/being insane.
